Moving towards an on-line staff development program

Introduction:
Since my first draft (1a.html), I have decided to alter my proposal slightly.  In the previous plan, I focused mostly on creating a web-based staff development program for web page training.  However, after Professor Waugh's feedback, I have now decided to broaden this project to include our entire staff development plan for web page training.  This will hopefully give you a better feel for what training is planned, when it will happen, who will be responsible, and what topics will be covered.  The development of the web-based training will become a segment of this action plan rather than the entire focus.

Last years training was entirely person to person and this years program will move more on-line. However, after conducting interviews with our school webmasters, it was apparent that person to person training must continue at this point in time because teachers are not comfortable enough with using the Internet for self-training.  For this year, most training sessions will be in the traditional format where the webmasters actually meet face to face and we'll use the Internet to provide extended activities and support materials.  Hopefully, we will be able to shift this branch of staff development even more to the Internet the following year.

The Big Picture
For next year, our district tech staff and district administrators have identified three target audiences for web page training.  Approximately half of my job will be devoted towards designing and carrying out an action plan to meet the needs of these three groups:
