TITLE:
Leadership for Accountability & Quality
Assurance
Illinois Standards Based Assessment Program
Executive Summary: Public Act 89-610 (Quality First Act)
SUMMARY:
This link provides a summary of the Quality
First Act that was enacted in August of 1996 by pointing out its four main
features.
-
State assessment must be linked to academic
standards.
-
ISBE must annually assess the performance of
students in grades 3, 5, and 12.
-
ISBE must make a variety of reading inventories
available ot local districts to aid in the determination of remediation.
-
Beginning in the 1998-99 school year, early
identification of students' learning difficulties and remediation must
be stressed, and ISBE would recognize twelfth grade students whose achievement
was "excellent."
The article also highlights components of a
standards-based education system discussed in the Quality First Act.
-
Student work should be used as examples of academic
standards.
-
Assessments should be aligned with the standards.
-
Teachers should have ongoing profession development
to improve curriculum, instruction and assessment.
-
Statewide communication and exchange of ideas
should be in place.
The support link provides a glossary of important
