TITLE:
Leadership for Accountability & Quality Assurance
Illinois Standards Based Assessment Program Executive Summary:  Public Act 89-610 (Quality First Act)

SUMMARY:
This link provides a summary of the Quality First Act that was enacted in August of 1996 by pointing out its four main features.

  1. State assessment must be linked to academic standards.
  2. ISBE must annually assess the performance of students in grades 3, 5, and 12.
  3. ISBE must make a variety of reading inventories available ot local districts to aid in the determination of remediation.
  4. Beginning in the 1998-99 school year, early identification of students' learning difficulties and remediation must be stressed, and ISBE would recognize twelfth grade students whose achievement was "excellent."
The article also highlights components of a standards-based education system discussed in the Quality First Act.
  1. Student work should be used as examples of academic standards.
  2. Assessments should be aligned with the standards.
  3. Teachers should have ongoing profession development to improve curriculum, instruction and assessment.
  4. Statewide communication and exchange of ideas should be in place.
